5. In view of the fact that you have refused promotion on more than one occasion His Excellency considers that you are not entitled to complain that posts senior to yours (in dollar salary) are held by your juniors.

6. The Secretary of State's ruling quoted above precludes fis Excellency from granting to you any portion of the lapsing sterling 2nd class pay of Deputy Superintendent of Police.
